We don't all agree on issues, but we can discuss them in public venues in a productive fashion. To enhance participation in democracy,  Civil discourse is essential. Such civic conversations – at a minimum – reflect careful and respectful listening to diverse perspectives through orderly, constructive exchanges with the aim of improved governmental decisions, processes and policy.
